NCCA Licensure is not to be confused with state licensure

The state recognizes that counseling is one of the responsibilities of the church and its clergy. For this reason, the state does not interface with the ministry of counseling as long as the counseling is provided under the following conditions:

  1. That the counselor is an ordained, licensed, or commisioned clergy person.
  2. That the counseling service is provided by and represented as a Christian or pastoral counselor.
  3. Provided under the authority of a local church, national church organization, or a 501(3)l not for profit ministry
